Road Conditions – Heavy Rain

During heavier rains, it's advisable to turn on your headlights for increased visibility. Scan ahead for large puddles and slow down when you go through the water. Most vehicles lack protection on the underside and large quantities of water splashed up in the undercarriage can soak wiring, brake linings and other essential parts. Failure to negotiate large puddles with caution can result in a stall or in a brake failure or malfunction.

Keep your car under control and your brakes in excellent condition. Always allow a safe distance between your car and any other car or person, so that you make a smooth stop. Jerky stops often cause dangerous skidding.

In the event you do find yourself skidding, DON'T SLAM on your brakes. Instead, take your foot off the accelerator and gently turn your wheels in the direction of the skid. Braking or oversteering to correct may end up in another skid and locked brakes. Once the car straightens up, gently brake to a stop.

Guam Construction Update for the week of September 14–20, 2026

Motorists are advised to drive cautiously through the construction zones, observe all posted speed limit and construction signs, and carefully heed flaggers (when present). Alternate routes and/or adjusting drive times when feasible are encouraged.

Islandwide Primary Roads Paving and Pavement Markings TO-4 Route 10

Construction activities along Route 10 have been substantially completed. A final inspection is scheduled for September 11, 2026. Limited contractor activities may occur from September 14, 2026 – September 20, 2026 to address any punch list items identified during the final inspection.

• Monday to Friday, September 14, 2026 – September 18, 2026, 9:00 AM – 4:00 PM

  • Punch list work, if required, at various locations along Route 10, including the intersections of Route 10/Route 4, Route 32, and Corten Torres.

  • Intermittent lane closures in both directions may be necessary during work hours to complete any required corrective work.

• Saturday, Sunday, September 19–20, 2026

  • No Work Scheduled

Motorists are advised to expect traffic delays and plan their travel time accordingly. Please use alternate routes and follow posted detour signs. Reduce speed and comply with posted limits when passing through the work zone. Remain alert for uneven pavement surfaces and temporary steel plates, and proceed with caution at all times.

Islandwide Safety Improvement on Primary Roads (Striping and Marking) TO-03 - Route 1, from Route 27 to AAFB

Construction activities will continue along Route 1, from September 14, 2026 to September 18, 2026. Contractor crews will be working at various locations along this area of Route 1 throughout the week and intermittent lane closures in both directions are expected during work hours:

• Monday to Friday September 14–18, 2026, 9:00 AM – 4:00 PM, between Yigo McDonald's to Anderson Air Force Base, Install pavement markings and markers

• Saturday to Sunday, September 19–20, 2026, No Work Scheduled

Islandwide Accessibility Accommodation and Drainage Improvements

Construction activities are scheduled at the following locations from September 14–18, 2026:

• At Route 8 between Route 1 and Chalan Santo Papa: Contractor crews will tentatively start sawcutting on the sidewalk on Route 8 between Route 1 and Chalan Santo Papa in front of the Ada Arcade building. Flaggers will be in place to direct motorists entering and exiting the business zone. Pedestrian detours are in place.

• At the intersection of Route 8 and Route 1: Contractor crews will continue working on the sidewalk by the entrance of The Blush Bridal Shop. Flaggers will be directing motorists entering and exiting the business zone. Pedestrian detours are in place.

• At the northern entrance to the Ben N' Yan's building along Route 16: Contractor crews will continue working on the sidewalk at the northern entrance of Ben N' Yan's. Pedestrian detours are in place. Vehicle access at the northern driveway will be limited to entrance only. Exiting vehicles and pedestrians will be directed to the southern gate.

Route 17 Cross Island Road Improvements – Santa Rita/Yona

Construction activities along Route 17 have been substantially completed. A final inspection is scheduled for September 11, 2026. Limited contractor activities may occur during the following week to address any punch list items identified during the final inspection. Intermittent lane closures in either direction may be required during work hours.

Route 17 between Route 5 and Aplachao Bridge

• Monday, September 14, 2026 – Friday, September 18, 2026, 9:00 AM – 4:00 PM

  • Punch list work, if required, at various locations between Route 5 and Aplachao Bridge.

• Saturday & Sunday, September 19–20, 2026

  • No Work Scheduled

Motorists are advised to expect minor traffic delays and plan their travel time accordingly. Please follow posted traffic control devices and reduce speed when traveling through the work area. Remain alert for workers, equipment, and temporary lane closures that may be in place during punch list activities.
