Skids on Slippery Surfaces
If you start to skid:
- Ease off the accelerator (gas) pedal
- Stop braking
- Turn the steering wheel in the direction of the skid
If you cannot control your vehicle on a slippery surface, try to find something to stop the skid. Try to get a wheel on dry pavement or on the shoulder of the road.
To prevent skidding on slippery surfaces:
- Drive slowly and stay farther behind the vehicle ahead of you
- Slow down as you approach curves and intersections
- Avoid fast turns
- Avoid quick stops. "Pump" the brakes to slow or stop (do not pump anti-lock brakes)
- Shift to low gear before going down a steep hill
- Avoid especially slippery areas wet leaves, oil, or deep puddles

Guam Construction Update for the week of October 23-29, 2023
Motorists are advised to drive cautiously through the construction zones, observe all posted speed limit and construction signs, and carefully heed flaggers (when present). Alternate routes and/or adjusting drive times when feasible are encouraged.
Route 5 and Portion of Route 12, Reconstruction and Widening (Route 2A to Naval Magazine/Route 12) – Santa Rita
Construction activities will continue along Route 5 from Route 2A to Route 17 with intermittent lane closures. Motorists are advised to slow down while driving through this area.
Route 14B (Ypao Road) Reconstruction and Widening (Route 14 to Carmen Memorial Dr.), Phase 1 Cliffside – Tamuning
There is a full road closure between Congressman Palting Loop and Pale San Vitores Road for the construction of a new retaining wall and widening of Ypao Road. Motorists will have to take alternate routes. The public is advised not to enter the construction area.
Route 14 Resurfacing from Route 1 to Route 14B – Tamuning
From Monday, 10/23/23 to Saturday, 10/28/23 between 9:00 AM and 4:00 PM, motorists are advised that there will be lane shifts and intermittent lane closures along the Route 14 at the following locations:
- Southbound from St. Anthony School to the GTA Substation
- Southbound in front of the Baltej Pavilion
- Northbound from the Route 1 (ITC) Intersection to KFC
The all-day closure of one lane of traffic around Archbishop Felixberto Flores Circle and its approaches on Route 14 remains in effect throughout the week.
The contractor will also continue surveying along Route 14. Flaggers will be present to assist surveyors.
Under Pavement Infrastructure Retrofit – Route 1 and Route 3
Motorists are advised of intermittent lane closures at the following locations on weekends between 8:00 AM and 5:00 PM:
- Route 3 northbound and southbound just north of Okkodo High School, Dededo
- Route 1 northbound and southbound in front of Central Lanes, Tamuning
- Route 1 northbound in front of RE/MAX Diamond Realty, East Hagåtña
These closures are necessary as the DPW contractor surveys the middle and outer travel lanes on Route 1 and the outer travel lanes on Route 3 in these areas.
Islandwide Village Street Pavement Resurfacing, Maria Candelaria St – Asan-Maina
From Monday, 10/23/23 – Friday, 10/27/23 between 7:00 AM and 4:00 PM, motorists are advised of intermittent lane closures along Maria Candelaria Street. The DPW HMC crew will be preparing the road for milling and paving at the start of the week. Milling and paving is scheduled from Wednesday, 10/25/23 – Friday, 10/27/23. We encourage residents in the area to exercise caution.
Village Street Markers and Markings, Sgt. Roy T. Damian Street – Mongmong-Toto-Maite
From Wednesday, 10/25/23 to Friday, 10/27/23 between 7:00 AM and 4:00 PM, the DPW contractor will be applying pavement markers and markings along Sgt. Roy T. Damian Street. There will be intermittent lane closures. We encourage residents in the area to exercise caution.
