Flooded Roads
Excessive water on a road may cause flooding. This can happen gradually or suddenly. It is important to understand the dangers of water on the road, including:
- Being swept off the road.
- Floating debris and unseen hazards.
- The road collapsing.
- Vehicle malfunction.
- Electrocution if there are fallen power lines.
It may not be possible to determine the depth of the flood by looking. If the water is deep, the road may be too dangerous to cross. It is best to find another route. If you have no other option but to drive through a flooded road, drive slowly. After you make it through the water, test your brakes to make sure they work correctly.

Guam Construction Update for the week of November 6 - November 12, 2023
Motorists are advised to drive cautiously through the construction zones, observe all posted speed limit and construction signs, and carefully heed flaggers (when present). Alternate routes and/or adjusting drive times when feasible are encouraged.
Route 5 and Portion of Route 12, Reconstruction and Widening (Route 2A to Naval Magazine/Route 12) – Santa Rita
Construction activities will continue along Route 5 from Route 2A to Route 17 with intermittent lane closures. Motorists are advised to slow down while driving through this area.
Route 14B (Ypao Road) Reconstruction and Widening (Route 14 to Carmen Memorial Dr.), Phase 1 Cliffside – Tamuning
There is a full road closure between Congressman Palting Loop and Pale San Vitores Road for the construction of a new retaining wall and widening of Ypao Road. Motorists will have to take alternate routes. The public is advised not to enter the construction area.
Route 14 Resurfacing from Route 1 to Route 14B – Tamuning
From Monday, 11/6/23 to Friday, 11/10/23 between 9:00 AM and 4:00 PM, motorists are advised that there will be lane shifts and intermittent lane closures along the Route 14 at the following locations:
- Northbound and Southbound from the GTA Substation to Felis St
- Southbound outer lane in front of Photo Town Plaza
- Northbound and Southbound inner lanes between Sakura Dining and Great National Insurance
- Northbound outer lane from Tamuning Elementary School to GTA Substation
The all-day closure of one lane of traffic around Archbishop Felixberto Flores Circle and its approaches on Route 14 remains in effect throughout the week.
The contractor will continue surveying along Route 14. Flaggers will be present to assist surveyors.
Under Pavement Infrastructure Retrofit – Route 1 and Route 3
Motorists are advised of intermittent lane closures at the following locations on weekends between 8:00 AM and 5:00 PM:
- Route 3 northbound and southbound just north of Okkodo High School, Dededo
- Route 1 northbound and southbound in front of Central Lanes, Tamuning
- Route 1 northbound in front of RE/MAX Diamond Realty, East Hagåtña
These closures are necessary as the DPW contractor surveys the middle and outer travel lanes on Route 1 and the outer travel lanes on Route 3 in these areas.
Village Street Markings and Markers, Sgt. Roy T. Damian Street – Mongmong-Toto-Maite
From Monday, 11/6/23 to Friday, 11/10/23 between 7:00 AM and 4:00 PM, the DPW contractor will be applying pavement markings and markers along Sgt. Roy T. Damian Street. There will be intermittent lane closures. We encourage residents in the area to exercise caution.
Islandwide Village Street Pavement Resurfacing, John Camacho Way/Pangelinan Way – Barrigada
From Monday, 11/6/23 – Wednesday, 11/8/23 between 7:00 AM and 4:00 PM, the DPW contractor will be milling and paving John Camacho Way and Pangelinan Way. There will be intermittent lane closures. We encourage residents in the area to exercise caution.
