DRIVING WHILE IMPAIRED
Alcohol and/or drugs impair your judgment. Impaired judgment or good sense affects how you react to sounds and what you see. It is also dangerous to walk in traffic or ride a bicycle while under the influence of alcohol or drugs.
On Guam it is illegal to drive, operate, or otherwise be in control of a motor vehicle while:

impaired under the influence of alcohol or any controlled substance
-
having a Blood Alcohol Concentration (BAC) of 0.08% or higher
-
having a BAC of 0.04% or higher if under the age of 21
-
having impaired physical or mental abilities caused by inhaling, ingesting, applying, or using any chemical, poison or organic solvent, or any compound, or any combination of these
Should you be convicted of a first violation of driving while impaired, you will be guilty of a misdemeanor and shall be sentenced to:

incarceration for 48 hours to a year
-
a fine of $1,000-$5,000
-
probation for up to a year
-
a 6-month suspension of your driving privilege
Repeat offenses, causing bodily harm to another person while driving impaired, or driving impaired with children in the vehicle may result in a felony conviction and harsher punishments.
Guam Construction Update for the week of December 29, 2025 - January 4, 2026
Motorists are advised to drive cautiously through the construction zones, observe all posted speed limit and construction signs, and carefully heed flaggers (when present). Alternate routes and/or adjusting drive times when feasible are encouraged.
Islandwide Primary Roads Paving and Pavement Markings TO-4 Route 10
Construction activities will continue along Route 10 on December 29-30, 2025 and January 2-3, 2026. Intermittent lane closures in both directions are expected during work hours:

Monday–Friday: 9:00 a.m.–4:00 p.m.

Saturday: 7:00 a.m.–6:00 p.m.
No construction activities are scheduled for Wednesday, Thursday and Sunday, December 31, 2025, January 1 and January 4, 2026.
Locations:
Contractor crews will be working at various locations along Route 10 throughout the week. Pri-mary areas between Joleen St and Payless.
Motorists are advised to expect traffic delays and plan their travel time accordingly. Please slow down and comply with posted speed limits when traveling through the work zone. Remain alert for uneven pavement surfaces and temporary steel plates, and drive safely at all times.
Route 4 Replacement of Ylig Bridge (Phase 2) – Ylig Memorial
General construction activities will continue for the Ylig Memorial Project. These activities will not affect the flow of traffic.
The contractor, Korando Corporation, will be working from 7:00 AM till 4:00 PM on weekdays only. No construction activities are scheduled for Saturdays and Sundays and New Year’s day.
Route 4 Paving from the Tinago River Bridge to Belen Avenue
On Saturday, 12/27/25 and Sunday, 12/28/25, the DPW HMC crew may continue prepping Route 4 from As Apman Dr to Belen Ave for paving. The DPW contractor is scheduled to pave on Mon-day, 12/29/25. Work will occur between 9:00 AM and 3:00 PM. The DPW asks motorists to please proceed with caution and remain alert for traffic control signs and work crews.
DPW HMC Grass Cutting
The DPW HMC crew will be grass cutting the following locations, weather permitting:

Roadside maintenance along Route 14, Tamuning

Roadside maintenance along Route 30, Tamuning

Side cutting along Route 1 in the Polaris area
Work will occur between 9:00 AM and 3:00 PM Monday - Wednesday. The DPW asks motorists to please proceed with caution and remain alert for traffic control signs and work crews.
Route 17 (Cross Island Road) Spot Repairs
The DPW HMC crew will continue spot repairs along Route 17 (Cross Island Road). Work will oc-cur between 9:00 AM and 3:00 PM Monday-Wednesday. The DPW asks motorists to please pro-ceed with caution and remain alert for traffic control signs and work crews.
