DRIVING WHILE IMPAIRED
Alcohol and/or drugs impair your judgment. Impaired judgment or good sense affects how you react to sounds and what you see. It is also dangerous to walk in traffic or ride a bicycle while under the influence of alcohol or drugs.
On Guam it is illegal to drive, operate, or otherwise be in control of a motor vehicle while:

impaired under the influence of alcohol or any controlled substance
-
having a Blood Alcohol Concentration (BAC) of 0.08% or higher
-
having a BAC of 0.04% or higher if under the age of 21
-
having impaired physical or mental abilities caused by inhaling, ingesting, applying, or using any chemical, poison or organic solvent, or any compound, or any combination of these
Should you be convicted of a first violation of driving while impaired, you will be guilty of a misdemeanor and shall be sentenced to:

incarceration for 48 hours to a year
-
a fine of $1,000-$5,000
-
probation for up to a year
-
a 6-month suspension of your driving privilege
Repeat offenses, causing bodily harm to another person while driving impaired, or driving impaired with children in the vehicle may result in a felony conviction and harsher punishments.
Guam Construction Update for the week of December 22 - 28, 2025
Motorists are advised to drive cautiously through the construction zones, observe all posted speed limit and construction signs, and carefully heed flaggers (when present). Alternate routes and/or adjusting drive times when feasible are encouraged.
Islandwide Primary Roads Paving and Pavement Markings TO-4 Route 10
Construction activities will continue along Route 10 from December 22, 23, 26 & 27, 2025. In-termittent lane closures in both directions are expected during work hours:

Monday–Friday: 9:00 a.m.–4:00 p.m.

Saturday: 7:00 a.m.–6:00 p.m.
No construction activities are scheduled for Wednesday, Thursday and Sunday, December 24, 25 & 28, 2025.
Locations:
Contractor crews will be working at various locations along Route 10 throughout the week. Pri-mary areas between Joleen St and Payless.
Motorists are advised to expect traffic delays and plan their travel time accordingly. Please slow down and comply with posted speed limits when traveling through the work zone. Remain alert for uneven pavement surfaces and temporary steel plates, and drive safely at all times.
Islandwide Primary Roads Paving and Pavement Markings TO-3 Route 8
Construction activities will continue along Route 8, between Route 8/7A intersection and Ben-son, Barrigada, from December 22, 23 &26, 2025. Intermittent lane closures in both directions are expected during work hours: Mon–Fri, 9:00 a.m.–4:00 p.m.;
No construction activities are scheduled for Wednesday, Thursday, Saturday & Sunday, Decem-ber 24, 25, 27 & 28, 2025.
Islandwide Primary Roads Paving and Pavement Markings TO-3 Route 2A (Tentative)
Construction activities will continue along Route 2A, Santa Rita, from December 22, 23, 26 and 26, 2025. Intermittent lane closures in both directions are expected during work hours: Mon–Fri, 9:00 a.m.–4:00 p.m.
No construction activities are scheduled for Wednesday, Thursday, Saturday and Sunday, De-cember 24, 24, 27 & 28, 2025.
Route 4 Replacement of Ylig Bridge (Phase 2) – Ylig Memorial
General construction activities will continue for the Ylig Memorial Project. These activities will not affect the flow of traffic.
The contractor, Korando Corporation, will be working from 7:00 AM till 4:00 PM on weekdays only. No construction activities are scheduled for Saturdays and Sundays including Christmas day.
DPW HMC Grass Cutting
The DPW HMC crew will be grass cutting the following locations, weather permitting:

Roadside maintenance along Route 14, Tamuning
-
Side cutting along Route 1 northbound from Route 29 (Gayinero Road) to the AAFB front gate

Side cutting along Route 4 northbound and southbound starting in Yona working south towards Jeff’s Pirates Cove
Work will occur between 9:00 AM and 3:00 PM Monday - Tuesday. The DPW asks motorists to please proceed with caution and remain alert for traffic control signs and work crews.
