SCHOOL BUSES
The Motor Vehicle Code of Guam expressly requires that traffic in all directions must come to a complete stop when approaching a school bus that is stopped for the purpose of taking on or discharging students, WHETHER OR NOT ANY STUDENTS ARE CROSSING THE ROAD. School buses must display their red, four-way flashing signal lights as well as the Stop-arm located on the driver's side of the vehicle. Even on multi-lane highways when the bus is on the other side of the road, you must stop until the Stop-arm is retracted and the bus resumes motion unless the bus driver signals you to proceed.

Guam Construction Update for the week of August 28 – September 3, 2023
Motorists are advised to drive cautiously through the construction zones, observe all posted speed limit and construction signs, and carefully heed flaggers (when present). Alternate routes and/or adjusting drive times when feasible are encouraged.
Route 5 and Portion of Route 12, Reconstruction and Widening (Route 2A to Naval Magazine/Route 12) – Santa Rita
Construction activities will continue along Route 5 from Route 2A to Route 17 with intermittent lane closures. Motorists are advised to slow down while driving through this area.
Route 14B (Ypao Road) Reconstruction and Widening (Route 14 to Carmen Memorial Dr.), Phase 1 Cliffside – Tamuning
There is a full road closure between Congressman Palting Loop and Pale San Vitores Road for the construction of a new retaining wall and widening of Ypao Road. Motorists will have to take alternate routes. The public is advised not to enter the construction area.
Route 14 Resurfacing from Route 1 to Route 14B – Tamuning
From Monday, 8/28/23 to Friday, 9/1/23 between 9:00 AM and 4:00 PM, motorists are advised that there will be lane shifts and intermittent lane closures at the following locations:
- ET Calvo Memorial Parkway/Route 1 Intersection to The Carpet Store
- Route 1/Route 14 intersection - Northbound
- Route 14/GPO intersection
- Route 14 from Great National Insurance to the Route 30A Intersection
The contractor will also continue surveying along Route 14. Flaggers will be present to assist surveyors.
On Saturday, September 2, 2023, between 9:00 AM to 4:00 PM, motorists are advised that there will be lane shifts and intermittent lane closures as the contractor will continue work at the following locations:
- Route 14/GPO intersection
- Route 14 from Great National Insurance to the Route 30A Intersection
GWA Route 1 Pavement Repair Near Route 1/Route 8 Intersection - East Hagåtña
On Sunday, 9/3/23 between 5:30 AM - 4:30 PM, motorists are advised of the following lane closures and lane shifts around the Route 1/Route 8 intersection as the GWA contractor repairs the northbound lanes on Route 1 in front of the Willows Club:
- Northbound traffic on Route 1 will merge down to one lane prior to the Route 1/Route 8 intersection and be detoured onto the southbound side of Route 1. All northbound lanes will be open past the Custino Baptist Cemetery.
- Southbound lanes on Route 1 approaching the intersection will be reduced to one turning lane onto Route 8 and one straight lane continuing southbound on Route 1. All southbound lanes will be open past the Route 1/Route 8 intersection.
- The outermost right turn lane on Route 8 heading onto Route 1 northbound will be closed. Right turns onto Route 1 will still be permitted via the inner right turn lane.
Flaggers will be present. Motorists should expect delays and seek alternate routes or adjust drive times if feasible.
