Road Safety Reminder for the week of April 27 - May 3, 2026

Traffic Signal Lights (Flashing/Not Working)

Flashing Red

Flashing Red light is the same as a “STOP” sign. Come to a complete stop at the intersection before proceeding.

Flashing Yellow

Flashing Yellow light means "SLOW DOWN" and proceed with caution. Slow down and be alert before entering the intersection. Yield to any pedestrians, bicyclists, or vehi-cles in the intersection. You do not need to stop for a flashing yellow traffic signal light.

Traffic Signal Light Not Working (Blackout)

Traffic Signal Light Not Working (Blackout) When the traffic signal lights are not working properly, whether flashing red or no lights are showing, treat the intersection as if it is controlled by a “STOP” sign in all directions. This means that all traffic must come to a complete stop prior to proceeding, obeying the rules for a “STOP” sign.

Guam Construction Update for the week of April 27 - May 3, 2026

Motorists are advised to drive cautiously through the construction zones, observe all posted speed limit and construction signs, and carefully heed flaggers (when present). Alternate routes and/or adjusting drive times when feasible are encouraged.

 

Islandwide Primary Roads Paving and Pavement Markings TO-4 Route 10

Construction activities will continue along Route 10 from April 27, 2026 to May 3, 2026. Contractor crews will be working at various locations along Route 10 throughout the week. Intermittent lane closures in both directions are expected during work hours:

Monday to Saturday, April 27 – May 1, 2026, 9:00 AM – 4:00 PM

  • Pavement repair (Full Depth) at Route 4/Route 10 Intersection, Westbound.

Saturday, May 2, 2026, 7:00 AM – 6:00 PM

  • Pavement repair (Milling and paving) at Corten Torres/Route 10 Intersection, Southbound.

Sunday, May 3, 2026, No Work Scheduled. Work may be performed 7:00 AM – 6:00 PM if needed

Motorists are advised to expect traffic delays and plan their travel time accordingly. Please consider using alternate routes. Reduce speed and comply with posted limits when passing through the work zone. Remain alert for uneven pavement surfaces and temporary steel plates, and proceed with cau-tion at all times.

 

Islandwide Safety Improvement on Primary Roads (Striping and Marking) TO-03 - Route 1, from Route 27 to AAFB

Weather permitting, construction activities will begin along Route 1, between Macheche Avenue and Wusstig Road from April 27, 2026 to May 3, 2026. Contractor crews will be working at various loca-tions along this area of Route 1 throughout the week and intermittent lane closures are expected dur-ing work hours:

  • Monday to Friday, April 27 to May 3, 2026, 9:00 AM – 4:00 PM, (Route 1, between Macheche Avenue and Wusstig Road, Install pavement markings and markers)
  • Saturday, May 2, 2026, No Work Scheduled
  • Sunday, May 3, 2026, No Work Scheduled

 

Route 17 Cross Island Road Improvements – Santa Rita/Yona

Motorists are advised of intermittent lane closures in both directions along Route 17 (Cross Island Road) between Route 5 and Route 4A as Samsung E&C America and their contractor continue pot-hole repairs and power pole installation. Work will occur between 7:00 AM and 3:30 PM Monday - Friday.
