Road Safety Reminder for the week of September 18 - 24, 2023

Hydroplaning

Hydroplaning occurs when driving in wet or rainy conditions. Hydroplaning is a vehicle riding on water because the tires lose all contact with the road. A slight change of direction, applying the brakes, or a gust of wind could throw the vehicle into a skid.

To avoid hydroplaning:

  • Drive slowly.
  • Steer around standing water, if possible.
  • Slow down if you hear sloshing sounds from the tires.
  • Slow down when changing lanes or direction.

If your vehicle starts to hydroplane:

  • Slow down gradually.
  • Do not use the brakes. Sudden braking may cause you to lose control of your vehicle.

Guam Construction Update for the week of September 18-24, 2023

Motorists are advised to drive cautiously through the construction zones, observe all posted speed limit and construction signs, and carefully heed flaggers (when present). Alternate routes and/or adjusting drive times when feasible are encouraged.

 

Route 5 and Portion of Route 12, Reconstruction and Widening (Route 2A to Naval Magazine/Route 12) – Santa Rita

Construction activities will continue along Route 5 from Route 2A to Route 17 with intermittent lane closures. Motorists are advised to slow down while driving through this area.

 

Route 14B (Ypao Road) Reconstruction and Widening (Route 14 to Carmen Memorial Dr.), Phase 1 Cliffside – Tamuning

There is a full road closure between Congressman Palting Loop and Pale San Vitores Road for the construction of a new retaining wall and widening of Ypao Road. Motorists will have to take alternate routes. The public is advised not to enter the construction area.

 

Route 14 Resurfacing from Route 1 to Route 14B – Tamuning

From Monday, 9/18/23 to Saturday, 9/23/23 between 9:00 AM and 4:00 PM, motorists are advised that there will be lane shifts and intermittent lane closures at the following locations:

- ET Calvo Memorial Parkway/Route 1 Intersection to The Carpet Store (Shoulder Work)
- Route 14 (Chalan San Antonio) from Great National Insurance to the Archbishop Felixberto Flores Circle
- Route 14 from the Route 1 (ITC) Intersection to KFC

The all-day closure of one lane of traffic around Archbishop Felixberto Flores Circle and its approaches on Route 14 remains in effect throughout the week.

The contractor will also continue surveying along Route 14. Flaggers will be present to assist surveyors.

On Saturday, September 23, 2023, starting at 5:00 PM, the contractor will be milling and paving along Route 14 (Chalan San Antonio) from Pacific Tyre to California Mart. All traffic will be diverted to the GPO side allowing for both ways of traffic. Access to businesses will be maintained. Construction activities will be completed with all lanes open on Sunday, September 24, 2023 at 6:00 AM.

On Sunday, September 24, 2023, starting at 5:00 PM, the contractor will be milling and paving along Route 14 (Chalan San Antonio) from Ruby Tuesday to Community First FCU. All traffic will be diverted to the Sakura Dining side allowing for both ways of traffic. Access to businesses will be maintained. Construction activities will be completed with all lanes open on Monday, September 25, 2023 at 6:00 AM.

 

Islandwide Safety Improvements on Primary Roads (Striping and Marking), Route 8

From Monday, 9/18/23 to Wednesday, 9/20/23 between 9:00 AM and 4:00 PM, there will be temporary lane closures at the following locations:

- Route 8 from Coast360 to Biang St
- Route 8 eastbound between Benson and the Route 33 Intersection (Mobil)

Additional temporary lane closures at various locations along Route 8 between the Route 8/Route 10/Route 16 Tri-Intersection and Route 1 Intersection are possible throughout the week. Motorists are advised use alternate routes where feasible and be alert to temporary traffic control measures.

 

Islandwide Village Street Pavement Resurfacing – Mai Mai Road, Chalan Pago-Ordot

While the exact dates have yet to be determined, milling and paving on Mai Mai Road is tentatively scheduled to occur sometime during the week. There will be intermittent lane closures. We encourage residents in the area to exercise caution.
