Road Safety Reminder for the week of December 25 – 31, 2023

DRIVING WHILE IMPAIRED

Alcohol and/or drugs impair your judgment. Impaired judgment or good sense affects how you react to sounds and what you see. It is also dangerous to walk in traffic or ride a bicycle while under the influence of alcohol or drugs.

On Guam it is illegal to drive, operate, or otherwise be in control of a motor vehicle while:

  • impaired under the influence of alcohol or any controlled substance

  • having a Blood Alcohol Concentration (BAC) of 0.08% or higher

  • having a BAC of 0.04% or higher if under the age of 21

  • having impaired physical or mental abilities caused by inhaling, ingesting, applying, or using any chemical, poison or organic solvent, or any compound, or any combination of these

Should you be convicted of a first violation of driving while impaired, you will be guilty of a misdemeanor and shall be sentenced to:

  • incarceration for 48 hours to a year

  • a fine of $1,000-$5,000

  • probation for up to a year

  • a 6-month suspension of your driving privilege

Repeat offenses, causing bodily harm to another person while driving impaired, or driving impaired with children in the vehicle may result in a felony conviction and harsher punishments.

 

Guam Construction Update for the week of December 25-31 2023

Motorists are advised to drive cautiously through the construction zones, observe all posted speed limit and construction signs, and carefully heed flaggers (when present). Alternate routes and/or adjusting drive times when feasible are encouraged.

 

Route 5 and Portion of Route 12, Reconstruction and Widening (Route 2A to Naval Magazine/Route 12) – Santa Rita

Construction activities will continue along Route 5 from Route 2A to Route 17 with intermittent lane closures. Motorists are advised to slow down while driving through this area.

 

Route 14B (Ypao Road) Reconstruction and Widening (Route 14 to Carmen Memorial Dr.), Phase 1 Cliffside – Tamuning

There is a full road closure between Congressman Palting Loop and Pale San Vitores Road for the construction of a new retaining wall and widening of Ypao Road. Motorists will have to take alternate routes. The public is advised not to enter the construction area.

 

Route 14 Resurfacing from Route 1 to Route 14B – Tamuning

From Tuesday, 12/26/23 to Saturday, 12/30/23 between 7:00 AM and 4:00 PM, motorists are advised that there will be lane shifts and intermittent lane closures along the northbound and southbound lanes of Route 14 (Chalan San Antonio) from Route 1 to the Archbishop Felixberto Flores Circle.

The contractor will continue surveying along Route 14. Flaggers will be present to assist surveyors.

 

Under Pavement Infrastructure Retrofit – Route 1 and Route 3

Motorists are advised of intermittent lane closures at the following locations on weekends between 8:00 AM and 5:00 PM:

- Route 3 northbound and southbound just north of Okkodo High School, Dededo
- Route 1 northbound and southbound in front of Central Lanes, Tamuning
- Route 1 northbound in front of RE/MAX Diamond Realty, East Hagåtña

These closures are necessary as the DPW contractor surveys the middle and outer travel lanes on Route 1 and the outer travel lanes on Route 3 in these areas.

 

Route 1 Vegetation Maintenance

Motorists are advised to proceed with caution as grass-cutting will be in progress at the following locations:

  • Tuesday 12/26/23 – Friday 12/29/23: Route 1, Tamuning

  • Tuesday 1/2/24 – Friday 1/12/24: Route 1 from Ysengsong, Dededo to Upper Tumon

Work will occur between the hours of 7:00 AM – 3:30 PM. There will be intermittent northbound and southbound lane closures.
