Road Safety Reminder for the Week
Traffic Signal Lights (Flashing/Not Working)
Flashing Red light is the same as a “STOP” sign.Come to a complete stop at the intersection before proceeding.
Flashing Yellow light means "SLOW DOWN" and proceed with caution. Slow down and be alert before entering the intersection. Yield to any pedestrians, bicyclists, or vehicles in the intersection. You do not need to stop for a flashing yellow traffic signal light.
Traffic Signal Light Not Working (Blackout)
When the traffic signal lights are not working properly, whether flashing red or no lights are showing, treat the intersection as if it is controlled by a “STOP” sign in all directions. This means that all traffic must come to a complete stop prior to proceeding, obeying the rules for a “STOP” sign.

GCA (Guam Code Annotated) Code Description Eff. 01/01/14 3335 Disobey Flashing Traffic Light $80.00 3339A Disobey Traffic Signal Light $80.00
