Road Safety Reminder for the Week

Traffic Signal Light Not Working (Blackout)

When the traffic signal lights is not working properly, whether flashing red or no lights are showing, treat the intersection as if it is controlled by a “STOP” sign in all directions. This means that all traffic must come to a complete stop prior to proceeding, obeying the rules for a “STOP” sign.


Guam Construction Update

Motorists are reminded to drive cautiously through all construction zones, observe all posted speed limit and construction signs, and carefully heed to flaggers. Alternative routes and/or adjusting drive times when feasible are encouraged.

Route 3 Widening

Construction activities are ongoing along Route 3 from just north of Route 28 to just south of Potts Junction. Motorists can expect lane closures and flagger controlled traffic.

Route 1 and Route 8 Resurfacing

The DPW contractor, Hawaiian Rock Products, will be working on the following areas between 8:00 AM to 4:30 PM:


  • From Monday 03/11/19 through Sunday 03/17/19 – pavement work along southbound lanes from Shell Gas Station to Guam Home Center
  • On Saturday 03/16/19 and Sunday 03/17/19 – milling and paving at the Route 1 and Chalan Lujuña intersection (McDonalds Yigo)


  • From Monday 03/11/19 through Friday 03/15/19 - Installing spot friction course along travel lanes near the Cabras Power Plant area

Route 8

  • From Tuesday 03/11/19 through Sunday 03/17/19 - milling and paving spot repairs from Tiyan to Mobil Gas Station

Route 8/Canada-Toto Loop Intersection

  • From Tuesday 03/11/19 through Sunday 03/17/19 - excavation and concrete work for traffic signal pole and controller foundations along northwest shoulder area

Motorists are advised to expect lane closures, lane shifts, and flagger-controlled traffic in these areas.
