Road Safety Reminder for the Week


Pedestrian’s Right of Way at Crosswalks:

  1. The operator of a vehicle shall yield the right of way to a pedestrian crossing the roadway within any marked crosswalk or within any unmarked crosswalk at an intersection, except as otherwise provided in the Motor Vehicle Code of Guam.
  2. Whenever any vehicle has stopped at a marked crosswalk or at any unmarked crosswalk at an intersection to permit a pedestrian to cross the roadway, the operator of any other vehicle approaching from the rear shall not overtake and pass such stopped vehicles.


Guam Construction Update

Motorists are reminded to drive cautiously through all construction zones, observe all posted speed limit and construction signs, and carefully heed to flaggers. Alternative routes and/or adjusting drive times when feasible are encouraged.

Route 3 Widening

Construction activities are ongoing along Route 3 from just north of Route 28. Motorists are advised of the traffic shift on Route 3 between Chalan Castro and Potts Junction from the existing roadway to the new construction. Motorists are advised to expect lane closures and flagger-controlled traffic.

Route 1 and Route 8 Resurfacing

From Monday 7/8/2019 through Sunday 7/14/2019, the DPW contractor will be installing guardrails at the Route 8 and Canada Toto Loop Road Intersection. Motorists are advised that there will be intermittent lane closures along the eastbound and westbound outer lanes from 8:00 AM to 4:30 PM as construction work continues at this area. Motorists should proceed with caution and to expect delays.

North and South Paulino Heights Road–Ipan, Talofofo

From Monday 7/8/2019 through Friday 7/12/2019, the Department of Public Works (DPW) Highway Maintenance crews will continue paving in this area between 8:00 AM to 5:00 PM. Motorists are advised to proceed with caution through the construction areas and to expect delays during these times due to intermittent lane closures and shifts.

Route 1–Adelup to Chief Kepuha Loop, Hagåtña

From Monday 7/8/2019 through Saturday 7/13/2019, the Department of Public Works (DPW) Highway Maintenance crews will be cleaning along the road in preparation for the Liberation Day parade starting from 8:00 AM to 5:00 PM. Motorists should proceed with caution through the area and should expect temporary lane shifts and closures throughout the week.
